It may come as a surprise, but the driver who recorded the dash-cam video of the Tappan Zee Bridge crash involving a tractor-trailer carrying scrap metal said he wasn't scared. Qing Chang, 50, of Ardsley, who was on his way to work when the truck overturned around 9 a.m. Friday told CBS New York he didn't get scared because he didn't have time to during the seconds the accident occurred.
